He died at age 27 near Winchester, Frederick Co., Virginia, fighting for the North during the Civil War. Jasper had 2 other Kelley brothers in Union Army at the time, while most of his Randolph County Chenoweth cousins were fighting for the South. He was born in Randolph County, Virginia, now West Virginia and spent his entire short life there, except for his service in the war. He married Deborah Moore when he was about 20, and they had three young children at the time of his death. Deborah was the daughter of Samuel Moore and Elizabeth Right.
Her brother William had married Jasper's sister Lucinda. Deborah died September 25, 1910 in neighboring Barbour County. Many of the descendants of this family still live in Randolph Co.
