He was born July 23, 1949 in Gold Hill, NC to Challie and Margie Boger Troutman.
Joe is survived by his sisters, Mary T. Dennis of New London, and Ann Barr of Kannapolis; brothers, Freddie Troutman of Gold Hill, Robert Troutman of Gold Hill, and Junior Troutman of Salisbury.
There will be a private burial at Brookhill Memorial Gardens.
Powles Staton Funeral Home of Rockwell is assisting the Troutman family.
