Evelyn Jean Kirk Ramsey

SALISBURY - Ms. Evelyn Jean Kirk Ramsey, 81, a resident of Trinity Oaks, Salisbury, died unexpectedly Wednesday March 14, 2007 at her home.

Born Nov. 22, 1925 in Rowan County, Ms. Ramsey was the daughter of Arnold Burtis Clay "ABC" Kirk, Sr. and Virley Lee Maxwell Kirk. She was educated in the Salisbury City Schools and attended Catawba College.

She was the Rowan County Register of Deeds from 1970 to 1991. She was a member of the First United Church of Christ where she served as Choir Director for 25 years, deacon and secretary for the consistory. She was former president of the Salisbury Junior Women's Club, member of Business and Professional Women's Club, served as Secretary, Treasurer, 2nd Vice President, 1st Vice President and President of the State Register of Deeds Association, and awarded Outstanding Register of Deeds in 1976 and 1977. In 1979 she received the Alumni Achievement Award from Catawba College. In 1989 she received the Eunice Ayers Distinguished Service Award from the NC Association of Register of Deeds.

She served as President of the Democratic Women of Rowan County in 1987 and 1989. She was also an avid bridge player and a member of the John Knox Chapter of the Daughters of the American Revolution and served as Registrar. She was the National District Representative of IACREOT (International Association of Clerks, Recorders, Elected Officials and Treasurers).

She was preceded in death by brothers, A.B.C. Kirk Jr., J.C. Kirk, Raymond Kirk and sisters Mildred K. Shortall, and Margaret K. Larabee.

She is survived by sisters, Dorothy K. Eamich of Salisbury, Nina Jo K. Scoggins of Lexington; brother, Jerry F. Kirk of Santa Clara, Calif. She is also survived by son, Jack A. Ramsey, Jr. and wife Patricia A Ramsey of Salisbury; daughters, Cynthia R. Pope and husband James G. Pope Jr. of China Grove, Sarah R. Brooks and husband William O. Brooks III of Clayton, and five grandchildren, James G. (Jamie) Pope III, Heather L. Ramsey, Tara M. Pope, John A. Ramsey, Stacey Evelyn Pope Furr, and William O. Brooks IV and numerous nieces and nephews.

Visitation: 6-8 p.m. today at Summersett Funeral Home. At other times the family will be at the home of James and Cynthia Pope, 103 Frontier Circle, China Grove, NC.

Funeral Service: 2 p.m. Friday in the Summersett Memorial Chapel. Burial will follow at Rowan Memorial Park.

Memorials: In lieu of flowers, memorials should be sent to the Nazareth Children's Home, 855 Crescent Road, Rockwell, or First United Church of Christ, 207 West Horah Street, Salisbury NC 28144.

Former Rowan County Register of Deeds dies

Jean Ramsey, who served as Rowan County Register of Deeds for 20 years, died Wednesday morning.

Ramsey won her first election in the 1970s when Democrats controlled county offices. The first woman elected to the post, she went on to win six elections and become one of the longest-serving Democratic officeholders in recent Rowan County memory.

In 1990, voters re-elected Ramsey with 62 percent of the vote. A year later she retired, citing health problems. She tapped her assistant, Bobbie Earnhardt, to fill her unexpired term.

Earnhardt, who was recently elected to her fourth term, praised Ramsey. "She was my mentor. I'm where I am today because of her. In the technology of her day, she was ahead of the time."

The Register of Deeds office will be closed from 1 to 3:30 p.m. Friday to allow staff members to attend the funeral.

In Ramsey's two decades on the job, she transformed the way county land records were handled, putting records on microfilm and indexing the records on computers.

She staunchly defended her employees and at times ran afoul of county commissioners. When the county manager asked for contributions to honor outgoing county commissioners, the feisty officeholder didn't contribute a dime. "I have had girls retire after 18, 24, and 30 years and they did not get as much as a thank you note," Ramsey told the Post in 1990.

Recognized across the state, she served as president of the N.C. Association of Register of Deeds and chaired a committee overseeing the computerization of land records across the state.

Summersett Funeral Home is handling arrangements.

The family will receive friends from 6 to 8 tonight at the funeral home.

The funeral will be at 2 p.m. Friday at the Summersett Chapel.
